OAED Touches Down in Libya!

Early in 2014 The British Council invited OAED to tender for a workshop training contract in Tripoli, Libya, run in partnership with the Libyan Ministry for Higher Education and Scientific Research (MHESR). The bespoke workshop went ahead in March 2014 and was for university senior executives  of financial and administrative affairs. The programme was specially designed to provide delegates with the practical skills they need in leadership, strategy in finance and administration to successfully develop their institutions and the course helped them to enhance their knowledge and skills in this area. It also offered them the most up to date information and guidance from expert speakers on working practices within the broader global HE sector.

The university system is relatively new in Libya, having been established in 1955 and higher education is free of charge and available to all.  The current transitional state of Libya provides a challenging backdrop for universities to plan against and their primary source of funding is from the Government itself.   There are 14 universities within Libya and there were representatives from all of these institutions on the Workshop, providing a perfect opportunity for them to meet and collaborate with each other as well as to receive further training.  The workshop was hosted by the Libyan Academy in Tripoli, an institution dedicated to post graduate studies.  According to a report on Libyan Higher Education by the Education, Audiovisual and Culture Executive Agency in 2012 one of the current challenges facing the HE sector is the financing and governance of higher education (HE) institutions and meeting the increased demands for quality improvement in higher education. The topic of quality in HE was certainly one that came up many times during the Workshop – through a genuine desire by the delegates to improve standards at every level within their respective institutions.

There was a great deal of media interest in the Workshop while OAED were there.  Interviews with Salah Suhbi, Director of Education, British Council and Fiona Smart, International and PR Manager OAED were broadcast on Libyan National TV, on a programme called “Good morning Libya” on Friday 21 March and were repeated in the local news programme at 23:00 the same day. The viewership of this channel is around 1.25 – 1.5 million people during weekends.  The press also covered the event and senior Ministry and British Council representatives were present at the event.  A blog article has been posted on the British Council Website:

Feedback received from the delegates on the Workshop was extremely positive and it is hoped that this will be just the start of a number of exciting collaborations between OAED and institutions within Libya.
